Tracks
The deliberations of the Helsinki Group were supported by three Tracks focusing on the issues of “New Approaches to Global Problem Solving”, “Global Economic Agenda” and “Human Security”. They worked independently of the Helsinki Group, but their work also fed pertinent policy ideas and proposals into the Group's work. The purpose of the Tracks was to develop feasible, practical, and strategic policy responses to the deficits of global governance, financing of the Millennium Development Goals, and addressing the new and emerging human security concerns. The reports of the Tracks were launched in January 2005.
The priority for the Tracks, and the whole Helsinki Process, was to address issues which are problems for the individuals and communities most at risk. Secondly, the Tracks approached their topics from the point of policy implementation, meaning that it is not enough to see what should be done, but also to see how it could be done. In order to foster implementation, the task of the Tracks was to build networks and propose concrete plans of action which could contribute to the global problem solving.
The three tracks of the Helsinki Process were New Approaches to Global Problem Solving, Global Economic Agenda and Human Security.
