Working Method

Each Round Table and Road Map will be independent but will adhere to the basic principles of the Helsinki Process. The more detailed Terms of Reference for the Round Tables will be developed by the Steering Group and the Hosts of the Round Tables.

The Consultative Network will follow the progress of the entire Second Phase of the Helsinki Process and give guidance when necessary. Interaction between the different elements will also be facilitated by the Helsinki Process secretariat.

The four basic principles of the Helsinki Process are:

  • Prioritise inclusive, empowering and creative methods that facilitate open and pluralistic dialogue between all stakeholders.

  • Take into account the current international agenda, existing international agreements and processes, including the UN Millennium Declaration, the Doha Development Agenda, and the results of the UN Conferences in Monterrey and Johannesburg.

  • Develop a working relationship with relevant processes and networks on globalisation and global governance.

  • Seek to translate multi-stakeholder dialogue into multi-stakeholder action by focusing on what needs to be done and how it could be done.
